2021 marks 70 years both since the UN Refugee Convention was signed in Geneva and Hannah Arendt published her ground-breaking work on The Origins of Totalitarianism. In both, concern for the fundamental human rights of those unable to avail themselves of the protection of their state of origin intonates. Challenged, debated, and read in many ways, Arendt‘s overture which casts citizenship as “the right to have rights“ – a formulation originally minted in a 1949 article but popularised in her 1951 book – still resonates in the basic distinction public law makes between status personae and status civitatis. The panel is a pluri-disciplinary panel including scholars from various areas of law (international, migration, constitutional and EU law), as well as from scholars in the adjacent and/or substantially contiguous fields (jurisprudence, legal theory, sociology of law, political science, IR).
