Finland, Nato and democratic control of armed force

Abstract:
The application for Nato membership by Finland and Sweden turns our attention to the North Atlantic Treaty itself, Nato as an international organization and to the continuing internationalisation in the use of force, a trend which has been evolving for decades. The quest for a democratic control of armed force is thus nowadays situated both at domestic as well as at international levels of law and politics. In this seminar we shall discuss the legal ramifications of this quest taking the Finnish legal system as a starting point.

Bio:
Sia Spiliopoulou Åkermark specialises in matters of diversity, minorities and indigenous peoples, territorial governance and limitations to use of force. She works in academia, research institutions and with civil society and has served for several years as an expert and president in the Council of Europe Advisory Committee on the Framework Convention on National Minorities. Among her many publications, books and articles is the article “The Puzzle of Collective Self-defence: Dangerous Fragmentation or a Window of Opportunity? An Analysis with Finland and the Åland Islands as a Case Study”, Journal of Conflict and Security Law, Vol. 22(2), 2017, 249–274, https://doi.org/10.1093/jcsl/krx005 which can be seen as a background reference to the present seminar.
