Gustaf Almkvist, senior lecturer in criminal law at the Department of Law, Uppsala University, together with a number of other people, has been appointed as an expert in the major inquiry into the review of penalty scales and reform of the penalty system (Ju 2023:14).
A special investigator will review the penalty scales and reform the penalty system. The purpose of the assignment, according to the directives, is to ensure that the penalty scales better reflect the seriousness of the offences and that the penalties imposed are reasonable and fair.
The special investigator is Petra Lundh, President of the Court of Appeal. A group of experts and specialists has now been appointed, one of whom is Professor Gustaf Almkvist.
In his research, Gustaf Almkvist has worked on three types of issues: economic crime, the sanction system and the general conditions for criminal liability. As regards the penalty system specifically, he has written mainly about sentencing issues, including sentencing for multiple offences.
