Since the Uppsala Conflict Data Program began issuing its yearly data, armed conflicts have never been as numerous as they are today. The backdrop to the proliferation of armed conflict is a changing world order, politically, militarily, economically and normatively. What are the consequences of these shifts on human rights and humanitarian norms in today's wars?
