University health care to be evaluated in 2026

In 2026, the Swedish National Board of Health and Welfare will conduct a national evaluation of university health care within the Regions covered by the ALF agreement.

The evaluation is conducted every four years and aims to support quality development within university health care, as well as to follow up on how the regions comply with the established minimum levels set out in the ALF agreement. The results will constitute an important basis for the continued development of clinical research, education, and the improvement of the health and medical services.

Uppsala University and Region Uppsala will participate in the evaluation together with the other ALF regions. The work covers both the regional management level and the University Health Care Units (USVE).

Scope of the evaluation

The evaluation covers the period from 1 January 2022 to 31 December 2025 and consists of three parts.

Part 1 – Follow‑up of minimum levels (USVE level)

During the first quarter of 2026, the Swedish National Board of Health and Welfare will collect information on whether each USVE meets the 17 nationally established minimum levels. The information will be submitted collectively from each ALF region.

Part 2 – Evaluation of systems and processes (regional management level)

During spring 2026, a qualitative survey will be conducted, and documentation describing the Region’s structures and processes for university health care will be collected.

Part 3 – Learning evaluation

During autumn 2026, the Swedish National Board of Health and Welfare will invite participants to workshops in each ALF region. Representatives from, among others, regional management, USVE, medical students, and patient organisations will take part. The purpose is to deepen the dialogue and contribute to shared learning.

What happens next?

Uppsala University and Region Uppsala are jointly coordinating the work ahead of the evaluation through a working group appointed by the University Health Care Board (USN), consisting of:
