Additions in the 2026 appropriation directions for the University relate to required reading, intangible assets and collaboration on teacher education programmes. Find more information on the website of the Swedish Agency for Public Management.

New in this year’s appropriation directions is that higher education institutions are required to report on how they work to support access to required reading and to explain how they ensure strategic management of intangible assets. Higher education institutions are also required to collaborate on the pre-school teacher and teacher education programmes they offer and their dimensioning in order to respond to student demand and the needs of school authorities.

Targets 2025–2028

Under previous appropriation directions, Uppsala University already has targets for the period 2025–2028:

  • Achieve a gender-equal distribution among newly recruited professors.
  • Award 1,785 degrees from teacher and pre-school teacher education study programmes, and 2,060 degrees from health care study programmes.
  • Four per cent of research and teaching staff are to be Associate Senior Lecturers (ASL).

In previous appropriation directions, there have been formulations on gender mainstreaming that have now been removed.

Facts

After the Riksdag (the Swedish parliament) has adopted the national budget each year, the government decides on appropriation directions for all state authorities.

Appropriation directions are formal decisions by the government on instructions and funding for the next year and describe how the authority is to work and how much money the authority can use. The appropriation directions often contain targets, reporting requirements and instructions for the next financial year.
