Regulations for Promotion of Associate Senior Lecturer to Senior Lecturer

This regulation is in force during the period 2012-01-01 - 2016-12-31.

Background

On 15 December 2011 the University Board adopted Appointment Regulations for Uppsala University with regulations for teaching appointments, recruitment and promotion of teachers, to enter into force as of 1 January 2012. In the Appointment Regulations, “associate senior lecturer” isn’t defined as a teaching post nor are there any regulations for promotion of associate senior lecturer to senior lecturer.

The present regulations have been adopted to ensure that associate senior lecturers currently employed at Uppsala University have the possibility of applying for promotion to senior lecturer.

These regulations may be applied for the promotion of associate senior lecturers that were employed by Uppsala University during the period 2008-08-01–2011-10-31 [1] by virtue of earlier provisions in the Higher Education Ordinance, [2] Transitional Provisions Concerning the Ordinance on Amendments to the Higher Education Ordinance [3] or extension of the transitional provisions between the parties to collective agreements in the higher education sector. [4]

Regulations

1 § An associate senior lecturer who is appointed in accordance with earlier provisions in the Higher Education Ordinance or in accordance with transitional provisions in the Higher Education Ordinance must be promoted to senior lecturer for an indefinite term if he or she applies for this in writing, is qualified for such an appointment, and has been deemed suitable according to the regulations for appointment as senior lecturer in Appointment Regulations for Uppsala University. 2 § The subject area for appointment as senior lecturer must normally be the same as for the appointment as associate senior lecturer, but it may be changed if special reasons obtain.

3 § An application in writing to be assessed for promotion to senior lecturer must have been received by the relevant domain/faculty board no later than six months before the appointment as associate senior lecturer ends. An associate senior lecturer may be assessed for promotion to senior lecturer only once, unless the domain/faculty board finds that extraordinary reasons obtain. The decision to grant or reject an application for promotion must be made no less than three months before the appointment as associate senior lecturer ends.

4 § To assess the expertise of the applicant the University must engage at least two external referees, unless this is manifestly unnecessary.

5 § The decision to grant or to reject an application for promotion is made by the domain/faculty board.

6 § If special reasons obtain in an individual case, these transitional provisions may apply also after 2016-12-31. [6] Such a decision is made by the domain/faculty board.
