Learning outcomes

The course "Leadership in the Swedish Social Insurance Office" is offered as a collaboration between Swedish Social Insurance Office and the Secretariat for Continuing Education, Uppsala University.

This course focuses on the unique aspects of the leadership role in government authorities and is addressing new directors as well as those with a few years experience in Social Insurance Office.

The course offers good opportunities to establish a network with colleagues from other officies, and, in discussions, to make reflections and draw conclusions for one's own public sector.

What consequences will the concepts of democracy, legal security and efficiency have for the daily work activities? How does the future look in Swedish Social Insurance Office - from a European perspective - from a leadership point of view?

Content

The course includes the following topics:

Public administration and the policy process: From initiative to evaluation.

The "Catch 22" of the public sector: how do we combine efficiency, legal security and democracy?

Public ethics: An organisational vs. an individual perspective.

Public administration control.

Trends in Swedish Public Administration: New Public Management

Swedish Social Insurance Office from a European perspective.

Being a leader in Swedish Social Insurance Office - from a civil servant to a manager?

Organisational culture and values - leading multi-professional organisations.

Dealing with the process of change - from an individual, group and an organisational perspective.

The communicative and pedagogical leadership.

Instruction

An "Individual track" is maintained during the entire course which, at each gathering, Will relate the members' own development in their leadership role to the issues being discussed.

At each seminar a clear connection will be made to the members' own government authority.

How does the Sweish Social Insurance Office deal with the issues at hand?

How do the future plans look with regard to the development in Europe?

Assignments will be completed between each seminar, individually or on a group basis, but relating to each member's own department and to the individual leadership task.

Assessment

Examination (pass/fail) includes written and oral assignments.
