There is an important gap in deliberative theory in terms of understanding the willingness and capacity of citizens to deliberate. Much of the research to date has been piecemeal, with mixed results. This research will systematically address questions concerning who is willing to participate in deliberation and why, and how different settings affect the quality deliberative reflection. This will be achieved via an integrated research program. The research will entail analysis of recruitment (who is willing to participate) including the collection of individual level data (personality, demographics etc.), the impact of information (can citizens ?deliberate within?), the impact of different kinds of deliberation (in person versus online) and the potential for scaling up deliberation by disseminating results of formal deliberative events. This will involve 400 participants distributed among various treatment effects that will be tested using a combination of methodologies involving surveys measuring responses (policy preferences, attitudes) and analysis of the deliberation via discourse quality analysis. A network analysis of how participation affects involvement in political life is also conducted. This research will help deliberation reclaim its place in civil society by answering the foundational question of what the deliberative person looks like beyond the minipublic.
