Abstract: We analyze a housing reform that converted approximately 20,000 public rental units into privately owned properties. We show that the policy attracted more affluent residents not only to the converted units but also to other housing within the same neighborhoods. However, while neighborhoods directly affected by the policy experienced positive development, other low-income areas saw a growing concentration of disadvantaged residents. These shifts in residential patterns led to changes in local crime rates and affected children’s outcomes. The findings underscore the substantial potential effects of place-based policies, highlighting not only their transformative power but also the need to evaluate their broader, city-wide consequences.
