Maintenance support case officers’ strategies to assess and respond to intimate partner violence

Description
The study analyzed how case officers at the SSIA handled the 2016 reform regarding maintenance support in interaction with parents who contacted the agency. The primary focus of this project was claimant calls that address so-called ‘special reasons’, i.e. when threats and abuse from the child’s other parent could constitute an exception from a transition from maintenance support to maintenance allowance, which the parents handle themselves – a transition that requires some extent of parental cooperation. The study was based on previous research and theoretical starting points connected mainly to three areas of knowledge: (1) the welfare state’s handling of intimate partner violence, (2) welfare state operations and practice, mainly regarding changes in the administration of social insurance, and (3) conversation analysis.
