This seminar aims to acknowledge and discuss the illegal abductions and deportations of Ukrainian children made by Russia since the full-scale invasion of Ukraine in 2022. Keynote speaker Ms Carina Ödebrink, Member of the Swedish Parliament and Special Envoy of the OSCE Parliamentary Assembly on the abducted Ukrainian children, will present her report ‘Russian Abductions and Deportations of Ukrainian Children’. She will speak about the urgent need for collective international action and sanctions against Russia, the challenges of return and reintegration for the Ukrainian children and discuss the ongoing work of human-rights organizations. Ms Ödebrink will particularly highlight the important project conducted by Yale University Humanitarian Research Lab, which has identified and documented more than 35 000 abducted children since 2022.

Carina Ödebrink, a Swedish Social Democratic and Member of the Parliament since 2018. Since 2022 she serves on the Committee on Transport and Communications. In 2024, Ms Ödebrink was elected Rapporteur for the OSCE Parliamentary Assembly’s Third General Committee and has been deeply engaged in addressing Russia’s abductions and deportations of Ukrainian children. Appointed in October 2025 as OSCE PA Special Envoy on this issue, she continues to advocate for international cooperation through initiatives such as the International Coalition for the Return of Ukrainian Children.
