The project aimed to analyse how the government’s direct steering and reporting requirements for Swedish universities and university colleges have developed over the period 1993–2023, and what consequences this has had for the institutions’ operations.
A first interim report described developments in the higher education ordinances, the annual appropriation directions, and the general regulations that apply to higher education institutions, for example in their capacity as government agencies. A second interim report analysed the consequences that increased control and increased bureaucratization have had for operations at universities and university colleges.
The project combined document studies, interviews, and surveys and built on current research on the increasing bureaucratization of higher education.
