The Job Security Foundation
The Job Security Foundation is the transition organisation within the public sector framework agreement. When a member of staff is made redundant due to a shortage of work or when an employee's fixed-term contract expires, it is the task of the Job Security Foundation to create the conditions as far as possible for the person not to become unemployed. This support is individually orientated and based on the area of work.
For those who have been made redundant due to shortage of work
The following support applies to those who have been employed for at least twelve consecutive months with the same central government employer and have been made redundant due to shortage of work.

Support in finding a new job, starting your own business or other form of employment. There may also be opportunities for other personalised support such as work experience and courses.
Financial support
When you get a new job
If you get a new job with a lower salary than you had in your old job, you can apply for income support for 780 days.
If you become unemployed
If you have unemployment insurance, you are entitled to apply for 300 days of unemployment insurance supplement. If you have children under the age of 18 on the 301st day of receiving insurance, you can also apply for the unemployment insurance supplement for a further 150 days.
Conditions for financial support
You are entitled to income support up to and including the month before you turn 65. The right to unemployment insurance supplement is valid until the month before you turn 66.
Longer period of notice
If you are made redundant due to a shortage of work, you will be given a longer notice period under the redeployment agreement than that which follows from the Employment Protection Act or a central collective agreement. The total notice period is permitted to be a maximum of twelve months.
Post-cover
Post-cover entitles you to return to the contract. Post-cover applies for 18 months after your final day of work at your government employer. This means that if you are made redundant from a new job during that period and are not covered by another transitional agreement at the new employer that you may return to the contract. You also have the right to re-enter the contract if you need to end a self-employed activity that you have started with the help of the Job Security Foundation.
Leave of absence during the period of notice
To enable you to find new employment as quickly as possible, you are entitled to a leave of absence without deduction of pay in order to carry out the transition activities you are planning and documening together with the Job Security Foundation. You must inform your line manager about your plans and any changes that occur.
Your line manager will decide on the leave of absence in addition to the leave of absence that is a result of the steps you are undertaking as part of the Job Security Foundation’s activities.
If you are receiving a salary to test out a new job during your leave of absence, for example, this should be deducted from the salary paid during the notice period.
Special pension benefit
If there are special reasons, a special pension benefit may be granted to employees who have been made redundant due to shortage of work, provided that the employee
- has turned 64
- has been employed by the functional employer for seven consecutive years immediately preceding the date of redundancy
- has left their employment at the age of 59 at the earliest
- is no longer entitled to remuneration from the unemployment insurance fund, and
- has been actively looking for work.
For those who have completed a fixed-term employment of at least 6 years
The support below applies to those who have been in fixed-term employment for at least six years, including at least three consecutive years and a further three years within a four-year period with the same government employer.

When you get a new job
If you get a new job with a lower salary than you had in the qualifying employment, you can receive income support for 440 days.
If you become unemployed
If you have unemployment insurance, you are entitled to apply for 200 days of unemployment insurance supplement. You also have 100 days in which you can choose whether you want to apply for income support or the unemployment insurance supplement. If you have children under the age of 18 on the 301st day of receiving insurance, and if the unemployment insurance fund approves a further 150 days, you can also apply for a further 150 days.

You are entitled to income support up to and including the month before you turn 65. The right to unemployment insurance fund reinforcement is valid until the month before you turn 66.
Post-cover
Post-cover entitles you to return to the contract. Post-cover applies for 12 months after your final day of work at your government employer. This means that if you are made redundant from a new job during that period and are not covered by another transitional agreement at your new employer that you may return to the contract.
Leave of absence
To enable you to find new employment as quickly as possible, you are entitled to a leave of absence without deduction of pay during the final month of your employment to hold a planning meeting with the Job Security Foundation. Both you and the Job Security Foundation must inform the employer about the planning and keep the employer up to date about any changes.
For those who have completed a fixed-term employment of at least 2 years but not exceeding 6 years
The support below applies to those who have been in fixed-term employment for two consecutive years at a government employer.

Financial support if you become unemployed
If you have unemployment insurance, you are entitled to apply for 44 days of unemployment insurance supplement.

The right to unemployment insurance supplement is valid until the month before you turn 66.

Post-cover entitles you to return to the contract. Post-cover applies for 12 months after your final day of work at your government employer. This means that if you are made redundant from a new job during that period and are not covered by another transitional agreement at the new employer that you may return to the contract. You also have the right to re-enter the contract if you need to end a self-employed activity that you have started with the help of the Job Security Foundation.

Basic transition and skills support
If you are an employee who has been employed less than two years and do not qualify for the Job Security Foundation's support under the transition agreement, you may in some cases be covered by basic transition and skills support. This is specified in appendix 1 of the Agreement on flexibility, adaptability and security in the public sector.
To be eligible for this support, the employment must have been terminated at the employer's initiative due to shortage of work, illness or because the employment is time-limited. Additional conditions that need to be met are that you, as an employee, must have worked as your main occupation for a total of at least 12 months out of the last 24 months, and during that time worked an average of at least 16 hours a week per month.
