Working at a Public Authority

Uppsala University is a public authority. This means that we must follow a number of laws and regulations when handling various types of cases.

The University’s research and education are governed, among other things, by the Higher Education Act and the Higher Education Ordinance, copyright regulations, confidentiality legislation, and contract law. The University is also regulated by a range of public law statutes and ordinances as well as labour law rules. In addition to national and international legislation, there are internal regulations.

Administrative law permeates the University as a government authority and includes, among other things, the duty to provide service. Administrative law also governs how we are to process our cases. The central piece of legislation is the Administrative Procedure Act.

All employees, whether they are teachers, researchers, doctoral students, or administrative staff (T/A), are covered by the rules that apply to public authorities.

Examples of situations where it is particularly important to keep the rules of the Administrative Procedure Act in mind during case processing include decisions on admission to education, examinations, and credit transfer of courses.
