Restricted Records, People, and Society (REPLY)

The production, management and use of documentation concerning private individuals’ interactions with public and private institutions – such as health, social services, education, migration and police records – are increasingly subject to scrutiny in today’s digital society. Digitalisation, automated decision‑making processes and easy online access have made these records more accessible than ever, and Sweden stands out with its long tradition of open access. This raises important questions: What counts as records? Which parts should have restricted access? How should the boundaries of accessibility be defined and safeguarded? Addressing these questions is crucial for protecting personal privacy, ensuring societal accountability, and maintaining effective public and private services. The REPLY network seeks to adopt a comprehensive perspective and to serve as a hub for interdisciplinary research on how public institutions and their staff, in collaboration with society, can best manage the challenges and opportunities presented by digital documentation. Planned activities include a retreat, a seminar series, workshops and a symposium.
