Constitutional Models for Handling Crisis: A Nordic Perspective.
Much of the (non)existing constitutional legislation concerning threats against the nation is, in the Nordic countries, a result of the experiences during the first and second world war, as well as the interwar years. The different ways each Nordic state decided to govern and respond to these situations gave different constitutional models, some of which are still effective today. The models include for instance the (non)acceptance of the practice of supra-legal state of emergency (Swedish: konstitutionell nödrätt) and (non)detailed legislation on emergency situations such as peacetime crisis, danger of war and war, including occupation.
Although the Nordic countries often are viewed as one unit, the different constitutional paths regarding threats against the nation show clear differences in regulation and structures. During this symposium, we will therefore focus on the similarities as well as the differences in constitutional models for handling crisis, while asking the question - what can we learn from each other?
This symposium gathers researchers from Denmark, Finland, Iceland, Norway and Sweden to reflect upon the chosen theme. It is our aim and belief that the discussions and presentations will be of value both for practitioners working with emergency management and total defence from a systemic and/or legal perspective as well as for other researchers interested on these topics.
