Telephony is essential for the university's accessibility and service, and is a very important resource that connects the entire organization and is a channel to quickly and securely reach the right expertise. The experiences people have when trying to contact us are of great importance for how we are perceived by the outside world.
The Administrative Procedure Act governs the requirements for phone accessibility by government agencies. It is important that the operation, both institutions and service functions, maintains a service level that meets the requirements for accessibility.
The Public Procurement Act regulates the university's procurement procedures, and therefore only the university's contracted telephony operator should be used. The acquisition of equipment such as phones, mobiles, peripherals, etc. should be purchased through the product web."
As an employee, you should:
- Activate call forwarding or voicemail when you cannot answer.
- Ensure that your extension is listed in the directory.
- Provide your extension, not your mobile number, when giving out contact information.
- Use and store your phone in a secure and appropriate manner to prevent unauthorized access to sensitive information.
- Make sure you have the most suitable and cost-effective subscription, within the framework of the service agreement, for the services you use, and that the services included in the subscription are used in a cost-conscious manner.

GSM and 3G are being phased out
The Swedish Post and Telecom Authority (PTS) has previously decided that frequencies for the GSM and 3G networks are to be repurposed. GSM and 3G will be phased out by the end of 2025.
All telecommunications operators in Sweden are now gradually phasing out GSM and 3G in stages. This also affects Uppsala University. The university's contracted telecommunications operator has already introduced 4G and 5G on all our subscriptions, while also initiating the discontinuation of GSM and 3G.
Mobile Phones
Mobile phones, tablets, portable routers that do not have 4G/5G capabilities will cease to function and must be replaced with new ones.
Other equipment
There are a variety of equipment that communicates via the mobile data network. This could include cameras, alarms, measurement equipment etc. Those that cannot connect via 4G/5G need to be replaced.
What should you do?
- Identify the equipment you/your team use that communicates via the mobile network using GSM/3G.
- Order new modern replacement devices through the product web.
- Transfer the SIM card from the old device to the new one.
- Power up and ensure functionality.
The university's centralized IT department has no ability to influence this transition to 4G/5G. UIT will not receive information beforehand about the shutdown of GSM/3G in specific geographical areas.
Service level and availability
Telephony at Uppsala University is normally available every day, around the clock. Handling of inquiries, orders, error reports, maintenance and development takes place during regular office hours.

Mobile extension (MEX)
For employees and others working within Uppsala University, Mobile Extension (MEX) is the recommended choice.
With Mobile Extension (MEX), users gain increased mobility as it replaces the fixed desk phone. With MEX, you have switchboard functionality and can for example call other four-digit extensions within Uppsala University's switchboard.

The MEX service entails an extension within Uppsala University's switchboard and replaces the fixed desk phone. With MEX, you have switchboard functionality, and you can, for example, make direct calls to four-digit extensions within Uppsala University from your mobile phone and forward your extension when you are not available.

Fixed phone line
The fixed phone line involves a telephone subscription (an extension) connected to a wired telephone within Uppsala University's switchboard. With a fixed phone line, you have switchboard functionality and can for example make calls to other four-digit extensions within Uppsala University's switchboard. This service provides a traditional wired telephone connection typically used in office environments and offers the ability to communicate with other extensions within the university's phone system.

The fixed phone line service entails an extension within Uppsala University's switchboard, connected through a fixed desk phone (wired telephone). Standalone mobile subscription
With a standalone mobile subscription, you do not have an extension within Uppsala University's switchboard, and therefore, you cannot use any switchboard features. This type of mobile plan is independent and does not offer the features and functionality associated with office phone functions.

Stand alone mobile subscription is truly not connected to any switchboard functionality.

Mobile broadband (surf)
Description of the service:
The mobile broadband service enables you to take your computer or tablet with you and connect anywhere in Sweden, provided that there is mobile coverage.
The service includes:
- Mobile data subscription with a corresponding SIM card.
- Access to the mobile data network and usage within Sweden.

Analog telephony is phased out
Analog telephony has been around since the inception of telephony, but now the technology of transmitting sound waves over copper wires is nearing its end. This means that in order to continue making phone calls, we need to transition to more modern technology. Since around 2010, we have been providing IP telephony, which means making phone calls over data networks. We can also use Mobile Extension, where your extension is linked to a mobile subscription and mobile phone. Your extension is then accessible through your mobile phone, and you won't have a desk phone in your office.
We will not execute orders for new analog subscriptions.
The options to choose from are as follows:
- IP phone, which is a desk phone on your desktop.
- Mobile extension on your company-issued mobile phone.
The university will begin the phase-out process during the fall/winter of 2023 and is expected to complete it by 2025. We have approximately 2000 analog extensions at the university. Discussions regarding how the transition costs will be managed are ongoing, and nothing has been finalized. A new IP phone costs around 1000 SEK, and the cheapest mobile phone for use with mobile extension costs around 500 SEK. Infrastructure costs are expected to be covered by the University-wide IT.
