Should teachers on leave (part-time/full-time) from their employment at UU declare other employment etc. as outside activity?
Yes, outside activity rules also apply when the person is on leave from their main employment. As in the case of other outside activities, they must not undermine public confidence or interfere or compete with duties. See above concerning “What forms of outside activity are not permitted?”
Should teachers who are employed part-time at UU declare other part-time employment as outside activity?
Yes, as in the case of other outside activities, they must not undermine public confidence or interfere or compete with duties. See above concerning “What forms of outside activity are not permitted?”
Can an employee undertake outside activity at UU in addition to their regular employment at UU and how should any remuneration to such an employee be managed?
The basic rule is that all work that an employee performs for Uppsala University is done within the framework oftheir employment and may only be remunerated in the form of salary. An outside activity is not normally allowed to give rise to business transactions between Uppsala University and an employee (or the employee’s company) and remuneration may not therefore be paid in the form of consultancy fees to a company run by the employee.
The current advice regarding extra work for an employee in another area of the University's activities in the context of outside activity is:
- That the work is carried out within the framework of regular working hours, or if this is not possible:
- That the work is remunerated through additional/overtime pay for a certain number of hours if the employee's manager considers, following a dialogue with the employee, that the conditions for ordering overtime are fulfilled (see Chapter 4 of the General Agreement on Pay and Benefits).
- That as a first measure, the manager for the part of the organisation that needs the employee contacts the employee's line manager to assess the possibilities of using that person.
